What’s wrong with 3C?
The bidding of 3 C is wrong, because it would mean at least 15 points and more.
I would also bid 3 clubs to keep the bidding open
3 Clubs would be my second choice. Rebidding diamonds implies at least 5 good cards, or 6. Rebidding a 4-card suit? Not the best bid.
2C was a forcing bid, forcing to game in 2/1 bidding. 2H is therefore not a reverse and is the only logical bid. Partner could have 4H or the right spades to bid NT. I do not believe 2D would be the preferred bid of most experts.

As 2 S is not a 4th suit partner may construe it as the reverse and with 4 spades in hand may force to go up to 4 Spades. 2 D is a tame and timid bid. The only solution is to bid 2H seeking control of Spades and going to NT. IF partner bid 3H I will bid 4H.

IMO to rebid 2D epiomises everything that is foolish in American bidding. It is a Donald Trump bid
Don’t blame American bidding. In the common 5-card majors, 2/1 systems, the correct bid is surely 2H. I doubt Trump would know .
