Excellent bid, one of the most difficult! Indeed, with 2 cards in Opener’s first suit, you can give preference to show a weak hand (6-10 points). With a clear fit (3 cards), you would have bid 2♥ on the previous round.

I’m going to share an easy-to-remember rule: you always need 6 cards to rebid your suit for Responder unless your partner promised a balanced hand (1NT) or made an auto-forcing bid (reverse bid).

It would be 4th suit forcing, which requires at least 11 points. The hand is a bit too weak here.

You have all the suits stopped, certainly, but you don’t have the 10-11 points required and your hand is not very suitable for NT.
