4♦. Natural and forcing, otherwise it is too complicated. For me, in this sequence, all bids except 4♣ are forcing.
4♥. By process of elimination. My first thought was to bid 5♦ but I was afraid North might have a strong club single-suiter and want to play in 3NT. By saying 4♥, I hope to be able to find the best minor-suit contract at the 5- or 6-level. The bid would be even clearer with three small hearts and the same 10 points.
