When you have two available bids to make a game try (Double and 3♥), and the opponents have not found a fit (East is bidding on their own), Double is for penalties and 3♥ becomes a general game try. This is exactly the bid you should make, despite your shortage in Hearts!

This is a possibility, but it is too passive. You are obviously not going to let the opponents play 3♦ when you have a singleton and have already found a major-suit fit. However, game is still possible, which is why you should use 3♥ as a game try to ask your partner about the strength of their hand.
